Bob Walter, MP, arranged for me to present the petition to the heart of Government
calling for stronger sentencing for those convicted of murder and other killings.
Bob said 'I admire the hard work and dedication Cathy has shown in improving the
plights of victims. This petition is an important step on her way to making the case
for reform of sentencing policy.'
'I believe we need to end the disastrous early release of prisoners through the End of Custody Licence Scheme and introduce honest sentencing, ensuring that convicted criminals serve at least the minimum sentece handed down by a judge.'
PRISONERS ACCESS TO 'FACEBOOK'
You may have seen in the press the uproar at the revelation that murderers in prison were taunting the families of their victims via facebook. Members of MAMMA informed the authorities and the Press of the outrage. These pieces of scum have now been removed from the Web, but there is no telling when they will be back using illicit mobile phones. We have started a petition at 10 Downing Street, asking that 'jammers' be installed in all prisons, therefore preventing them from transmitting to the outside world. Robert Walter MP (North Dorset) today welcomed the inclusion of “Ryan’s Law” in the Queen’s Speech delivered during the State Opening of Parliament
The State Opening of Parliament marks the beginning of the parliamentary session. Its main purpose is for the monarch formally to open Parliament and in the Queen's Speech deliver an outline of the Government's proposed policies, legislation for the coming session and a review of the last session.
Bob Walter MP has welcomed the promised Coroners and Justice Bill which he has campaigned in favour of for several years on behalf of his constituents in North Dorset. Last year it was dropped from the Queen’s Speech.
Currently bodies can be held by a coroner for lengthy periods of time while a defence is prepared and a trial is ongoing. This causes unnecessary stress and upset to the bereaved. Cathy Franklin from Blandford in North Dorset had to wait 18 months before she could bury her baby son, Ryan, whilst waiting for his father who killed him to go on trial.
The Government has committed its self to reducing this waiting time to a maximum of 40 days except in extraordinary circumstances and only with the permission of the Chief Coroner. Cathy Franklin had campaigned for this change in the law and Bob Walter had presented her petition to Parliament. When she was Solicitor General, Harriet Harmon MP had agreed that this provision would be known as “Ryan’s Law”.
The Coroners and Justice Bill was included in the Government’s draft legislative programme for 2007-08 but was dropped by the time of the Queen’s Speech in November 2007. It appeared in this year’s draft programme and Bob is pleased it has made it in to this year’s speech.
Bob commented:
“This piece of legislation is long over due, it should have been included in last year’s legislative agenda but the government ducked the issue. I want families, like the Franklins to be able lay the deceased to rest sooner and avoid the unnecessary wait and sadness the current system has caused.
“That is why I am so pleased mine and Cathy’s campaigning has paid off and we will now get a Bill before the House of Commons to change the law in this area.”
